IRCTC can refund your money if you miss train

Did you book a ticket through IRCTC?

By any of these reasons you didnt travel?
Train Canceled Train late for more than three hours Traveled without proper ID proof Wrongly charged by TTE Partly or partially traveled Passenger not traveled

You can get the money back by filing TDR on the site
Just click on FileTDR link on the left side tab which will take you to the respective ticket location which you have booked or canceled. Findout which corresponding ticket falls in the refund catogary and file TDR against it.

Note: The ticket will be seen under this section after 48 hours or your boarding time.
